Carrollton sits on the Elm Fork of the Trinity
A river runs through Carrollton, and that changes how water damage restoration in Carrollton begins.
The Elm Fork of the Trinity River runs below Lewisville Lake and through Carrollton, and the Indian Creek golf courses sit in its floodplain. In the spring of 2015, after weeks of heavy rain, Lewisville Lake overfilled and releases from the dam drained into that floodplain. CBS Texas reported that a city official recalled the golf course being underwater until early August, and the courses stayed closed for months.
The National Weather Service watches the river at its Elm Fork near Carrollton gauge. In 2021 it updated the gauge's flood levels after surveying flooding along the riverwalks, setting action stage at 8 feet and flood stage at 9 feet.
Carrollton also spreads across three counties, Dallas, Denton and Collin, so your county appraisal and flood map pages depend on which part you live in.
Flood water or plumbing water? It matters for Carrollton homeowners
| Rising water from outside | Water from a pipe or appliance | |
|---|---|---|
| Where it comes from | The river, a creek or a flooded street | A supply line, water heater, washer hose or slab leak |
| How dirty | Category 3, grossly contaminated | Often Category 1 at first, worse with time |
| Home insurance | Standard home policies do not cover floods; a separate flood policy is needed | Sudden, accidental damage is often covered; gradual leaks usually are not |
| First call | Stay out, keep safe, then a cleanup company | Shut the water off, then a plumber and a drying company |
Federal flood policies through the NFIP generally take effect 30 days after purchase, so buy one before storm season rather than during a flood watch. FEMA's help line is 877-336-2627.

Flood Damage Restoration
Rising water from creeks, streets and the Trinity is Category 3. What flood cleanup involves, how to read a FEMA flood map, and why a home policy is not a flood policy.

Slab Leak Water Damage
A leak under the foundation needs two trades: a licensed plumber finds and repairs the pipe, and a restoration company dries the floors and walls it soaked.

Sewage Cleanup
A toilet, tub or floor drain pushing up dirty water is a Category 3 mess. Who owns the pipe, who to call first and what a careful cleanup looks like.
A 1970s housing boom, now 50 years on
Carrollton had 13,855 residents in 1970 and 40,595 in 1980, nearly triple, as suburbs spilled north out of Dallas. The Handbook of Texas noted that nearly three quarters of the city's year-round housing units at the time had gone up during the 1970s. It kept growing, to 82,169 people by 1990.
Houses from that decade now carry half a century of wear on their plumbing. In Carrollton homes that age, these are worth watching:
- Water lines under the slab, where Blackland Prairie clay shrinks and swells and can stress pipes. Signs: a rising bill, a warm floor, the hiss of running water with every tap off.
- Original sewer lines that can crack or clog and send waste back up a low drain.
- Older supply lines and shutoff valves under sinks, toilets and the washer.
- Water heaters in garages and closets nearing the end of their life.
When a pipe breaks: Carrollton contacts
The City of Carrollton keeps a 24-hour line for reporting water main breaks. Look up that number on the city's website or your water bill now and save it in your phone.
Inside the house, close the house main valve yourself, as long as getting to it is safe. A gas odor changes the order: everyone outdoors, and only then 911 and Atmos Energy (866-322-8667). For power, Oncor's outage line is 888-313-4747.

Safety first. Shut off the main water valve if you can get to it without risk. Water and electricity together are the real hazard, so stay out of any puddle that touches an outlet, a cord or an appliance. Switch off the breaker only when the panel can be reached from dry flooring; if it cannot, call Oncor or an electrician. A gas smell means everyone goes outside, and the calls to 911 and Atmos Energy are made from there. Floodwater and sewage are not safe to wade through, for adults, children or pets. Once everyone is safe, take photos for the insurance claim and carry valuables and documents to a dry room.
Questions for any company working on a Carrollton home
- Is this flood water, gray water or clean water, and how does that change what you will tear out?
- What do your moisture readings show today, and how will you show me the floor and walls are dry at the end?
- Will the estimate be written, and does it list the drying and the rebuild separately?
- Can I look up your firm on the IICRC Global Locator and get a certificate of insurance?
- If mold turns up, who will you suggest for the assessment, given that Texas does not allow one license holder to assess and remediate the same project?

How a Carrollton call works
- Call the numberAn automated assistant answers (469) 649-7066 at any hour and asks what you need help with. The same number answers other home service calls too, so start with "water damage" or "mold".
- Describe what happenedA burst pipe, standing water, a wet ceiling, a slab leak, a sewage backup or mold, plus your town and whether water is still coming in.
- Get transferredWater damage calls go to an independent, locally owned DFW restoration company; mold removal calls go to an independent mold remediation company. Each hears a short summary before it picks up. Mold testing calls are taken as a message for now.
- Deal with that company directlyIt inspects, quotes and does the work, and you pay it (or your insurer does, as you arrange). If it cannot answer, it gets your name, number, city and problem so it can call you back.
Ask your insurer, not the contractor. Guidance from the Texas Department of Insurance separates water that shows up suddenly and by accident, like a split pipe, an overflowing toilet or a failed washer hose, which most home and renter policies include, from slow leaks and seepage, which they usually leave out. Flooding is excluded from home policies altogether and needs a separate flood policy. Insurers can also refuse a claim when the owner did not take reasonable steps to limit further damage. Before you sign for any work, pull out your policy and call the insurer about what it includes. More on water damage and insurance.
About this line: Water Damage Pro Dallas is a free phone line, not a restoration or mold company. It answers your call and connects you with an independent local company, which inspects, quotes and does the work, and which you pay directly. Companies may pay a referral fee. Calling the line costs you nothing. See how a call is handled.
