A railroad stop that became one of DFW's fastest growing towns
Prosper began in 1902, when the St. Louis and San Francisco Railroad came through and two farm settlements, Rock Hill and Richland, merged around the new stop.
Another Texas town already had the name Richland, so the post office became Prosper. The town incorporated in 1914 with about 500 people, according to its own history page. It stayed small for most of a century. Then the census counted 9,423 residents in 2010 and 30,174 in 2020, and the Census Bureau estimated more than 41,000 by mid 2023. Communities such as Windsong Ranch now spread across western Collin County and eastern Denton County.
Growth that fast means most Prosper homes are recent, with modern plumbing, and some are young enough to still carry a builder warranty. It also means a lot of water lines, water heaters, washer boxes and ice maker connections that have never been through a hard freeze or a decade of wear. Water damage restoration in Prosper is mostly about those everyday failures, plus storms.

Two of everything: Prosper's utility numbers
Prosper straddles two counties and two sets of utility territories, so check your bills and keep the right numbers handy.
| Problem | Who to call | Number the town lists |
|---|---|---|
| Water main break or town water emergency after hours | Town of Prosper on-call line, or Prosper Dispatch | 972-832-5812 or 972-569-1000 |
| Water or sewer question during work hours | Prosper Public Works (7 a.m. to 3:30 p.m.) | 972-347-9969 |
| Water bill or account | Utility Customer Service (weekdays 8 to 5) | 972-569-1180 |
| Power out or wiring wet, if Oncor serves you | Oncor outage line | 888-313-4747 |
| Power out or wiring wet, if CoServ serves you | CoServ Electric (downed line emergencies) | 844-330-0762 |
| Water or sewer in the Artesia subdivision | City of Celina (Prosper does not serve Artesia) | 972-382-3345 |
| Gas smell (get outside first, then call 911 too) | Atmos Energy or CoServ Gas, whichever serves you | 866-322-8667 or 844-330-0763 |
Prosper buys treated water through the North Texas Municipal Water District, and Upper Trinity Regional Water District's new Lake Ralph Hall is planned to add supply for Prosper and Celina. None of those agencies handles water inside your walls; that part is yours, your plumber's and the restoration company's.
Wilson Creek, Doe Creek and the roads that close
Two creeks shape how Prosper drains. Wilson Creek is deep and wide, with steep banks and a limestone bottom, and an engineering firm that built a sewer crossing there describes it as carrying very high stormwater flows during and after rain. Doe Creek is the other one residents hear about when rain gets heavy.
In a 2015 storm, CBS News Texas reported that crews shut down Good Hope Road when Doe Creek spilled across both lanes and put up barricades on Fishtrap Road where a smaller creek ran over the pavement. Water on the road is a warning sign for low yards and driveways too. If rising water from a creek or street gets into a house, the IICRC treats it as Category 3, the most contaminated kind, and porous materials it soaked usually have to go.

Never drive through water across a road; you cannot see how deep it is or whether the pavement is still there. Rising water is also outside a typical Texas home policy. A separate flood policy is the usual answer, and FEMA notes that a National Flood Insurance Program policy usually takes 30 days to begin, so it has to be in place well before a storm. The flood damage page explains cleanup after rising water.
Water damage restoration Prosper calls usually start with

Water Extraction and Emergency Water Removal
Standing water from a supply line, water heater or storm: what extraction equipment does, carpet and pad decisions, and why drying has to follow.

Flood Damage Restoration
Rising water from creeks, streets and the Trinity is Category 3. What flood cleanup involves, how to read a FEMA flood map, and why a home policy is not a flood policy.

Water Damage Repair
Putting a house back together after the drying is done: drywall, floors, cabinets and paint, who does each part, permits in Dallas and the paperwork your insurer will want.
Hail is the other storm problem in Prosper. When hail breaks a window or skylight or loosens the roof, rain can work into insulation and drywall for days before a stain shows. Look at ceilings and window tops after every hailstorm, and photograph anything new.
Before winter: the town's freeze advice
Prosper's winter weather page tells residents to let faucets drip slowly, about one or two drops a second, during hard freezes, and explains how to report a broken water line. Add three habits of your own:
- Find your main shutoff now and make sure it turns.
- Know whether your electricity comes from Oncor or CoServ, and your gas from Atmos or CoServ Gas.
- Keep your insurer's claim number and your builder warranty contact in your phone.
If a pipe does split, the plumber fixes the line and a restoration company dries the house. Those are separate jobs, and the burst pipe page explains why.

Safety first. Shut off the main water valve if you can get to it without risk. Water and electricity together are the real hazard, so stay out of any puddle that touches an outlet, a cord or an appliance. Switch off the breaker only when the panel can be reached from dry flooring; if it cannot, call Oncor or CoServ, whichever serves your address, or an electrician. A gas smell means everyone goes outside, and the calls to 911 and Atmos Energy or CoServ Gas are made from there. Floodwater and sewage are not safe to wade through, for adults, children or pets. Once everyone is safe, take photos for the insurance claim and carry valuables and documents to a dry room.
Questions for the company that comes out
- Is any of this damage a builder warranty item, and will your notes and photos help me make that claim?
- What water category is this, and which materials can stay?
- Where are the moisture readings highest, and how will you show me the house is dry before rebuild?
- Can I see your IICRC firm listing and a certificate of insurance sent by your insurer?
- If mold turns up over 25 square feet, will a separate licensed assessor be brought in, as Texas rules generally require?
You can check any mold license on the TDLR license search. Then read how to vet a water damage company.
- Call the numberAn automated assistant answers (469) 649-7066 at any hour and asks what you need help with. The same number answers other home service calls too, so start with "water damage" or "mold".
- Describe what happenedA burst pipe, standing water, a wet ceiling, a slab leak, a sewage backup or mold, plus your town and whether water is still coming in.
- Get transferredWater damage calls go to an independent, locally owned DFW restoration company; mold removal calls go to an independent mold remediation company. Each hears a short summary before it picks up. Mold testing calls are taken as a message for now.
- Deal with that company directlyIt inspects, quotes and does the work, and you pay it (or your insurer does, as you arrange). If it cannot answer, it gets your name, number, city and problem so it can call you back.
Ask your insurer, not the contractor. Guidance from the Texas Department of Insurance separates water that shows up suddenly and by accident, like a split pipe, an overflowing toilet or a failed washer hose, which most home and renter policies include, from slow leaks and seepage, which they usually leave out. Flooding is excluded from home policies altogether and needs a separate flood policy. Insurers can also refuse a claim when the owner did not take reasonable steps to limit further damage. Before you sign for any work, pull out your policy and call the insurer about what it includes. More on water damage and insurance.
About this line: Water Damage Pro Dallas is a free phone line, not a restoration or mold company. It answers your call and connects you with an independent local company, which inspects, quotes and does the work, and which you pay directly. Companies may pay a referral fee. Calling the line costs you nothing. See how a call is handled.
