From farm town to fast growth, with storms in between
Celina grew up around a settlement that formed in October 1879 about a mile south of today's downtown, took its name from Celina, Tennessee, and incorporated in 1907.
For most of its history it was a small farm town on the Collin and Denton county line. That changed quickly. The 2020 census counted 16,739 residents, and Census Bureau estimates since then have put Celina among the fastest growing cities in the country. The older blocks around downtown now share the city with rural homes on the edges and subdivisions built in the last few years.
Water damage restoration in Celina covers all three kinds of house. A new build may have a loose fitting behind a washer; an older farmhouse may have aging pipes; and every one of them sits under the same spring storms.

May 25, 2024: two tornadoes near Celina
On the night of May 25, 2024, survey teams from the Fort Worth office of the National Weather Service confirmed two tornadoes in the Celina area. The longer one tracked from northwest of Celina to south of Weston and was rated EF-1, with winds near 95 mph. A smaller satellite tornado along Prairie Meadow Drive and Myrtle Drive, southwest of town, was rated a high-end EF-3, with winds estimated near 165 mph. NBC DFW reported that eight homes there were badly damaged and some were leveled.
Homes that were not destroyed still took on water. Once a roof, window or wall is opened by wind, rain gets into insulation, drywall and floors, and that can keep happening for every storm until the opening is covered. Wet insulation holds water against the ceiling, and a soaked ceiling can sag and drop without much warning.
Cover the opening
A tarp or board-up keeps the next rain out. Ask the restoration company on the phone whether emergency cover is part of its work or a separate roof contractor is needed.
Record before cleanup
Take wide and close photos of every room, the attic hatch area and outside damage, with dates. Your insurer will want the "before" state.
Measure, do not guess
Ask for moisture readings in ceilings and wall cavities. Surfaces dry fast in Texas heat while the inside stays wet, which is how mold gets started.
Celina utilities: check which ones serve your street
The city buys treated water from the Upper Trinity Regional Water District, whose supply includes Lake Chapman, and its FAQ also lists the Trinity, Woodbine and Paluxy aquifers. For a city water leak after hours, Celina lists (972) 382-3345.
Electricity is split. The city's resident resources page says different neighborhoods are served by different providers depending on location: Grayson-Collin Electric Cooperative serves some properties, and in Oncor areas residents pick a retail provider. Atmos Energy serves most of Celina with natural gas, though the city notes other providers may serve some areas. Your bills tell you which ones are yours, and that is who you call if water reaches wiring or you smell gas once you are outside.
Water damage restoration Celina calls often involve

Water Extraction and Emergency Water Removal
Standing water from a supply line, water heater or storm: what extraction equipment does, carpet and pad decisions, and why drying has to follow.

Ceiling Water Damage
A brown ring, a bubble in the paint or a ceiling that has started to sag. What each sign means, how to stay safe under it and how a company decides to dry or replace.

Mold Testing
Mold testing in Texas is the job of a licensed mold assessment consultant, kept separate from the remover. When sampling helps, what clearance means, and how the line handles testing calls.
Heavy rain is the other risk. In a May 2015 downpour, CBS News Texas reported that rain fell so fast in Celina that homeowners said they were ankle-deep in water within minutes. Water that rises from a street or yard into a house is Category 3 under the IICRC S500 standard, the dirtiest kind, so stay out of it and keep children and pets away. Standard homeowners policies do not cover flooding; that takes a separate flood policy, which FEMA says generally starts 30 days after purchase.
New subdivisions, districts and HOAs
Some of Celina's growth sits inside special districts. The Legislature has created Celina Municipal Management District No. 2 and North Celina Municipal Management District No. 3, and the city consented to the creation of Collin County Municipal Utility District No. 1. Your closing papers or HOA documents say whether your lot is in one.
That matters after water damage in two ways. An HOA may have rules on exterior repairs, dumpsters and work hours, and a district or the city may handle the water lines up to your meter. Ask before you assume who owns a leak.
Repairs go through Celina's Building Services Division, which has adopted the 2024 International Codes. If the job includes plumbing, wiring or structural work, ask the company whether a permit is needed.

Safety first. Shut off the main water valve if you can get to it without risk. Water and electricity together are the real hazard, so stay out of any puddle that touches an outlet, a cord or an appliance. Switch off the breaker only when the panel can be reached from dry flooring; if it cannot, call Oncor or Grayson-Collin Electric, whichever serves your address, or an electrician. A gas smell means everyone goes outside, and the calls to 911 and Atmos Energy or your gas provider are made from there. Floodwater and sewage are not safe to wade through, for adults, children or pets. Once everyone is safe, take photos for the insurance claim and carry valuables and documents to a dry room.
Before you sign with a company in Celina
- Ask for the water category and drying class in writing, with the reason.
- Ask whether storm damage to the roof is part of the job or a separate contract.
- Ask to see the firm on the IICRC Global Locator and for a certificate of insurance from its insurer.
- For mold growth of 25 contiguous square feet and up, ask who the licensed assessor will be and confirm both licenses on the TDLR license search.
Read checking a company before hiring for more.
- Call the numberAn automated assistant answers (469) 649-7066 at any hour and asks what you need help with. The same number answers other home service calls too, so start with "water damage" or "mold".
- Describe what happenedA burst pipe, standing water, a wet ceiling, a slab leak, a sewage backup or mold, plus your town and whether water is still coming in.
- Get transferredWater damage calls go to an independent, locally owned DFW restoration company; mold removal calls go to an independent mold remediation company. Each hears a short summary before it picks up. Mold testing calls are taken as a message for now.
- Deal with that company directlyIt inspects, quotes and does the work, and you pay it (or your insurer does, as you arrange). If it cannot answer, it gets your name, number, city and problem so it can call you back.
Ask your insurer, not the contractor. Guidance from the Texas Department of Insurance separates water that shows up suddenly and by accident, like a split pipe, an overflowing toilet or a failed washer hose, which most home and renter policies include, from slow leaks and seepage, which they usually leave out. Flooding is excluded from home policies altogether and needs a separate flood policy. Insurers can also refuse a claim when the owner did not take reasonable steps to limit further damage. Before you sign for any work, pull out your policy and call the insurer about what it includes. More on water damage and insurance.
About this line: Water Damage Pro Dallas is a free phone line, not a restoration or mold company. It answers your call and connects you with an independent local company, which inspects, quotes and does the work, and which you pay directly. Companies may pay a referral fee.
